	<p style="text-align: justify !important;">Ahead of an international day of old people on October 1, a foundation stone of the National Ageing Center has been laid recently at AIIMS in the national capital. The National Ageing Center will provide state of the art clinical care to the elderly population and shall play a key role in guiding research in the field of geriatric medicine and related specialties. The Centre will also be a key training facility for undergraduate and postgraduate courses. The Centre will provide multi-specialty healthcare and will have 200 general ward beds, which will include 20 medical ICU beds. The center will be developed at a cost of Rs 330 crores and shall be completed by February 2020.</p>
<p style="text-align: justify !important;">On the occasion, Prime Minister Narendra Modi also dedicated the underground connecting tunnel between AIIMS and JNPA Trauma Centre, and Power Grid Vishram Sadan at AIIMS along with the 500 bedded New Emergency Block and 807 bedded Super Specialty Block at the Safdarjung Hospital to the nation.</p>
<p style="text-align: justify !important;">Informatively, on the 70th anniversary of the Universal Declaration of Human Rights (UDHR), the United Nations International Day for Older Persons (UNIDOP) celebrates the importance of this Declaration and reaffirms the commitment to promoting the full and equal enjoyment of all human rights and fundamental freedoms by older persons.</p>

	<p><strong>Growing older does not diminish a person’s inherent dignity and fundamental rights.</strong></p>
<p style="text-align: justify !important;">On 14 December 1990, the United Nations General Assembly designated October 1 as the International Day for Older Persons. This was preceded by initiatives such as the Vienna International Plan of Action on Ageing &#8211; which was adopted by the 1982 World Assembly on Ageing &#8211; and endorsed later that year by the UN General Assembly.</p>
<p style="text-align: justify !important;">In 1991, the General Assembly adopted the United Nations Principles for Older Persons. In 2002, the Second World Assembly on Ageing adopted the Madrid International Plan of Action on Ageing, to respond to the opportunities and challenges of population ageing in the 21st century and to promote the development of a society for all ages.</p>
<p style="text-align: justify !important;">Almost 700 million people are now over the age of 60. By 2050, 2 billion people, over 20 percent of the world’s population, will be 60 or older. The increase in the number of older people will be the greatest and the most rapid in the developing world, with Asia as the region with the largest number of older persons, and Africa facing the largest proportionate growth.</p>
<p style="text-align: justify !important;">The interdependence between older persons’ social integration and the full enjoyment of their human rights cannot be ignored, as the degree to which older persons are socially integrated will directly affect their dignity and quality of life.</p>
<p style="text-align: justify !important;">Older human rights champions today were born around the time of the adoption of the UDHR in 1948. They are as diverse as the society in which they live: from older people advocating for human rights at the grass root and community level to high profile figures on the international stage. Each and everyone demands equal respect and acknowledgment for their dedication and commitment to contributing to a world free from fear and free from want.</p>

	<p style="text-align: justify !important;">On the day of laying of foundation stone for ageing persons, Mr. JP Nadda, Union Minister of Health and Family Welfare, Mr. Ashwini Kumar Choubey and Smt. Anupriya Patel, Ministers of State for Health and Family Welfare were also present at the event.</p>
<p style="text-align: justify !important;">Addressing the participants, PM Modi said that our government has been successful in taking healthcare out of the ambit of the Health Ministry and today we have Rural Development Ministry, Water and Sanitation Ministry, and <a href="https://innohealthmagazine.compersona/digital-safety-plan/">Child Development</a> Ministry and AYUSH Ministry with our vision of healthcare.</p>
<p style="text-align: justify !important;">He further added that our vision is not limited to hospitals, diseases, medicines, and super specialty care but also with the idea that affordable and equitable healthcare should be ensured for every citizen. PM Modi said that the government is equipping existing hospitals with all the modern facilities and at the same time it is also making sure that the healthcare facilities reach the remotest areas of the countries. He added that 58 district hospitals are being upgraded to medical colleges and the government has also sanctioned budgets for 24 new <a href="https://innohealthmagazine.comnewscope/government-medical-college-each-state/">medical colleges</a>.</p>
<p style="text-align: justify !important;">PM Modi added that the global target for eliminating TB is 2030, but we have set 2025 as our target for India to eliminate TB, five years before the global target. He further stated that the government is providing Rs. 500 to the TB patients towards nutritional support.</p>
<p style="text-align: justify !important;">The Prime Minister also mentioned the <a href="https://innohealthmagazine.comnewscope/ayushman-bharat/">Ayushman Bharat programme</a>. He said that under the National Health Protection Mission, 10 crore poor and vulnerable families (approximately 50 crore beneficiaries) will be provided a coverage up to 5 lakh rupees per family per year for secondary and tertiary care hospitalization. This will be the world’s largest government-funded healthcare programme, he stated.</p>
<p style="text-align: justify !important;"><a href="https://innohealthmagazine.comissues/interaction-with-j-p-nadda-on-health-plan/">Mr. Nadda</a> said that there has been a visible change in the tertiary healthcare in the country and assured that the government is committed to ensuring that the new <a href="https://innohealthmagazine.comwomen-corner/centre-for-childhood-neuro-developmental-disorders-at-aiims/">AIIMS</a> will meet the same standards of service as AIIMS, New Delhi. No effort will be spared to make them the very best, he added. He said that that the new AIIMS will have the same work culture and the government is taking all the steps to ensure that. He further stated that the Ministry in the past 4 years has not left any stone unturned – from monitoring the clean and effective implementation of national programmes to establishing 13 new AIIMS like institutes across the country. Reiterating the commitment of the government, he said under <a href="https://innohealthmagazine.comnewscope/ayushman-bharat/">Ayushman Bharat</a>, 150,000 sub-centers will be converted into Health and Wellness Centres (HWCs) that will deliver comprehensive primary healthcare.</p>
<p style="text-align: justify !important;">“The HWC would provide preventive, promotive, and curative care for non-communicable diseases, dental, mental, geriatric care, palliative care, etc. He further stated that the government has initiated universal screening of common <a href="https://innohealthmagazine.compolicy/non-communicable-diseases/">NCDs</a> such as <a href="https://innohealthmagazine.comwell-being/neo-diabetics/">diabetes</a>, hypertension and common cancers along with Tuberculosis and Leprosy and everybody above the age of 30 years will be screened for these diseases and as such this will eventually help in reducing the disease burden of the country. “We will implement the vision of the Prime Minister in letter and spirit,” he added.</p>
<p style="text-align: justify !important;">The underground tunnel is providing connecting facility between AIIMS and JPNA Trauma Centre and will reduce the commute time between the two centers. The completed length connectivity between two centers is approximately 1 km and has been completed at a cost of Rs. 44 crores.</p>
<p style="text-align: justify !important;">The Powergrid Vishram Sadan has a 300 bedded night shelter facility meant for the patients and their relatives visiting AIIMS main hospital and JPNA Trauma center at AIIMS. The 11-floor facility has been constructed at a cost of Rs. 32.67 crores and funded by the Power Grid Corporation.</p>
<p style="text-align: justify !important;">New emergency block at Safdarjung Hospital will house 64 triage beds, red zone for children &amp; adults and 90 ICU beds for victims of road traffic accidents, acute trauma suffered by individuals at home or work, acute poisoning and severe medical and surgical emergencies. The block has been developed at a cost of Rs. 346 crores.</p>
<p style="text-align: justify !important;">Super Specialty Block at Safdarjung Hospital holds tertiary care facilities in the areas of cardiovascular sciences, neurosciences, pulmonary medicine, nephrology, and endocrinology and shall be offering the facility of a Heart Command Centre, respiratory care facility, sleep labs, 24&#215;7 dialysis unit, MRI guided Braine Suite, etc. It also has a 228-bedded private ward. The super specialty block has been developed at a cost of Rs. 920 crores.</p>
<p style="text-align: justify !important;">Also present at the event were Smt. Preeti Sudan, Secretary (Health); Prof. Randeep Guleria, Director, AIIMS New Delhi; Dr. Rajendra Sharma, Medical Superintendent, VMMC &amp; Safdarjung Hospital, New Delhi and Mr. IS Jha, CMD, Powergrid Corporation along with the senior officers from the Health Ministry and faculty of AIIMS.</p>

	<p style="text-align: justify !important;">It was only three years ago when India carved out a niche in annals of history on 21st June 2015 by holding the biggest ever open-air yoga camp with a maximum number of international community members on the sprawling lawns of Rajpath on the first <a href="https://yoga.ayush.gov.in/">International Yoga Day (IYD)</a>, proclaimed on its initiative.</p>
<p style="text-align: justify !important;">Now, taking lead from India following its expertise in the centuries-old science, many nations mark the day with gusto, and many of them have imbibed the art in daily chorus amid anxiety-ridden lives in the competitive world.</p>
<p style="text-align: justify !important;">Prime Minister Mr. Narendra Modi says it should be a matter of pride for any Indian that India proposed before UN the idea of the International Yoga Day and it was approved.</p>

<p style="text-align: justify !important;">On the first event itself, the country had been awarded two Guinness World Records in two different categories. Category 1 was for the largest number of participants in a Yoga Lesson at a single venue. The earlier record was of 29,973. To beat that record a target of 30,000 was required. Yogis broke that record as 35,985 participants performed Yoga at Rajpath that morning.</p>
<p style="text-align: justify !important;">Category 2 was the most number of nationalists in a Yoga Lesson. To achieve that, at least participants from 50 countries were required to perform. But that day participants from 84 countries performed Yoga at Rajpath. Mr. Shripad Yesso Naik, then MoS. Ministry of AYUSH and Secretary AYUSH received the awards which were presented by the representatives of Guinness World Records Ms. Victoria from the UK and Mr. Marco Frigatti from Italy. Also present on the occasion were Yog Gurus, Mr. Guru Malladi, coordinator of EY Company. India’s proposal for the IYD was supported by as many as 177 countries for the first time in the history of UNO (United Nations Organisation) and the resolution was passed within 100 days.</p>

On the first IYD, Ms. Swaraj says Indians across 650 districts and 192 out of 193 countries of the globe took part in Yoga events being planned to celebrate the Day, with Yemen being the only exception because of war situation.</p>

PM had led the nation in the celebrations during the function at Rajpath, where the entire stretch from Vijay Chowk to India Gate had turned into a Yoga mat. More than 7,000 copies of coffee table books and 19,000 reference books on Yoga had been sent to Indian Missions abroad.</p>

The biggest challenge was to ensure the turnout much before 0600 hrs. Guinness book of records panelists had insisted that every entry should be barcoded and decoded. The event took off at 6:45 am for 35 minutes with crisp 15 popular asanas. A large LED screen was put in place to highlight motions of various exercises which include Muktasana, Makarasana, Kapalbhati, Pranayam, and meditation. The programme had started with Rigveda invocation.</p>
<p style="text-align: justify !important;">Now events are being organized in various cities in different countries including Beijing, Berlin, Bogota, Budapest, Dublin, Ho Chi Minh, Hong Kong, Jakarta, Paris, Port Louis, and Tallinn.</p>
<p style="text-align: justify !important;">The International Yoga Day is spreading across the country and at most of the places, preparations get underway months before the day. Even in mofussil places, a message is loud and clear to observe the day. Now, it is observed with festive fervor and gaiety with no political strings attached.</p>

<p style="text-align: justify !important;">“The Yoga Day is a day linked to good health, and it has become a mass movement. Yoga is not about what one will get, but it is about what one can give up. That with zero budget, Yoga provides health assurance, and does not discriminate between rich and poor.” PM said and stressed the need for focus, on how to mitigate diabetes through Yoga. He walked amidst people, joined and mingled with the participants of the mass Yoga demonstration. The event was marked across the world with more enthusiasm than it was on the first year.</p>

In Connaught Place, New Delhi, NDMC used drone cameras for aerial photography and videography of the Yoga demonstrations.</p>
<p style="text-align: justify !important;">Many partnership organizations like, Art of Living, Patanjali Yoga Samiti, Vivekanand Yogashram Hospital, Brhamkumari, Isha Foundation and Gayatri Parivar participated in the Yoga day celebrations in various places in Delhi. Former Union Minister for Urban Development, Housing &amp; Urban Poverty Alleviation and Information &amp; Broadcasting, Mr. M. Venkaiah Naidu also participated. Other Union Ministers participated in mass Yoga events in various states. The Ministry of Home Affairs celebrates the International Day of Yoga across the country including yoga celebrations by BSF, CRPF, CAPF, units of ITBP to mark the occasion. Last year, ITBP personnel performed yoga at 19000 feet in Ladhak and at 11600 feet at the Bank of Indus River in Ladhak.</p>
<p style="text-align: justify !important;">The Ministry of Human Resource Development announced the winners of the ‘Yoga Olympiad’ held in Delhi from 18th &#8211; 20th June 2017 to promote the awareness of yoga and to build up a network of schools, teachers and yoga practitioners at the national level. The awards were given in four categories which included one award each for Upper Primary &#8211; Girls and Boys; Secondary &#8211; Girls and Boys.</p>
<p style="text-align: justify !important;">Last year, the Ministry of Defence-organised Yoga sessions across the country with troops of the Indian Army, Indian Air Force and Indian Navy, conducted at Pahalgam, Srinagar, Kargil. Ahmednagar, Bidar, Bengaluru, Chennai, Dehradun, Dibrugarh, Kolkata, Leh, Mangalore, Nagpur, and Sriganganagar, to name of few. The Indian Navy did Yoga sessions on board INS Vikramaditya, Shivalik, Kamorta, Jyoti, INS Jalashwa &amp; INS Kirch in the Indian Ocean &amp; the Bay of Bengal and the Coast Guard on board ICGS Sarathi, ICGS Samrat. Cadets of National Cadet Corps (NCC) participated in Yoga Day function at DG NCC Camp, Delhi Cantt.</p>
<p style="text-align: justify !important;">The Ministry of External Affairs, through its Indian embassies abroad, celebrated the Yoga Day at iconic locations like, at the Abraham Lincoln Monument, Sylvan Theater in Washington DC, La Villette in Paris, and at the backdrop of Sheikh Zahid Mosque in Abu Dhabi. Yoga gurus conducted seminars and discussions on Yoga in many countries across the world.</p>
<p style="text-align: justify !important;">Massive arrangements have been made to mark the day this year as, by next year, the country would have witnessed general elections. Polls in the world’s most populous democracy always hold mystery in womb about next ruling dispensation at the center. But as it is the international day, come what may world will continue to mark the day with more zest in tensions ridden global scenario. Moreover, Yoga is emerging as a public movement bereft of politics.</p>

										<content:encoded><![CDATA[<p style="text-align: justify !important;">The Government has approved a slew of amendments to the National Medical Commission (NMC) Bill. According to the official sources, these Amendments to the NMC Bill come in the backdrop of its consideration in Lok Sabha and subsequently being referred to the <strong><a href="https://rajyasabha.nic.in/rsnew/rs_rule/rulesdrpscs.asp">Department Related Parliamentary Standing Committee</a></strong> (DRPSC). The Union Cabinet chaired by Prime Minister Mr. Narendra Modi has approved these changes.</p>
<p style="text-align: justify !important;">The Government has considered the recommendations made by the Standing Committee in its report tabled in the House on 20th March 2018 and general feedback, particularly the views of medical students and practitioners regarding certain provisions of the Bill.</p>

<p style="text-align: justify !important;">Having considered the common demand by the students not to subject them to an additional licentiate exam for getting a license to practice, the Cabinet has approved that the final MBBS examination would be held as a common exam throughout the country and would serve as an exit test to be called the National Exit Test (NEXT). Thus, the students would not have to appear in a separate exam after MBBS to get the license to practice. NEXT would also serve as the screening test for doctors with foreign medical qualifications to practice in India.</p>
<p style="text-align: justify !important;">Provision of Bridge course for AYUSH practitioners to practice modern medicine removed: the provision dealing with bridge course for AYUSH practitioners to practice modern medicine to a limited extent has also been removed. It has been left to the state governments to take necessary measures for addressing and promoting primary health care in rural areas.</p>
<p style="text-align: justify !important;">Fee regulation for 50% seats in private medical institutions and deemed universities: the maximum limit of 40% seats for which fee would be regulated in private medical institutions and deemed universities has been increased to 50% seats. Further, it has been clarified that the fee would also include all other charges taken by the colleges.</p>
<p style="text-align: justify !important;">The number of nominees from States and UTs in NMC increased from 3 to 6: responding to the demands from states to increase their representation in the NMC, the nominees of States and UTs in the NMC have been increased from 3 to 6. The NMC will comprise of 25 members of which at least 21 will be doctors. Monetary penalty for a medical college non-compliant with the norms replaced with provision for different penalty options.</p>

<p style="text-align: justify !important;">Another major concern gathered during the discussion with stakeholders was the wide range of monetary penalty, ranging from one half to ten times the annual fee recovered from a batch, to be imposed in a graded manner on a medical college non-compliant with the norms. The clause has been replaced with a provision which provides different options for the warning, reasonable monetary penalty, reducing intake, stoppage of admission leading up to the withdrawal of recognition. Stringent punishment for unqualified medical practitioners or quacks: the government is concerned about the quality and safety of health care being made available to the citizens and the need to act strictly against unqualified practitioners or quacks. The punishment for any unauthorized practice of medicine has been made severe by including a provision for an imprisonment of up to one year along with a fine extending up to Rs. 5 lakhs.</p>
<p style="text-align: justify !important;">On the other hand, country’s apex body of doctors Indian Medical Association (IMA), which has been on a nationwide march from 25th February 2018 to deprecate the current form of the NMC Bill, protested in Delhi in the last week of March 2018 and held Mahapanchayat at Delhi’s Indira Gandhi Stadium.</p>
<p style="text-align: justify !important;">The IMA has strongly opposed the draft Bill that seeks to replace the Medical Council of India with a new body, claiming it will cripple the medical profession. &#8220;The bill, which has the potential to adversely alter the course of medical education and healthcare delivery in India, will also make irrevocable damage if passed in its current form,&#8221; IMA&#8217;s General Secretary Dr. R N Tandon had said. IMA’s National President, Dr. Ravi Wankhedkar had said, vehemently opposing the commission, IMA has organized a march across India.</p>
<p style="text-align: justify !important;">Informatively, IMA, a self-regulating body run by doctors, has over 1,725 local branches across the country and has held simultaneous yatras across the country to generate awareness among masses. Earlier this month, the IMA had organized a cycle rally across India with an aim to sensitize the masses about the issue. According to the Bill, the government can fix the fee for only 40 percent of the seats in private medical colleges.</p>

<p style="text-align: justify !important;">&#8220;As the remaining 60 percent of seats does not come under the guidelines, the colleges shall be charging the higher fee. This clause is paradoxical in nature and makes it pro-rich reservation system,&#8221; Dr. Tandon had said.</p>
<p style="text-align: justify !important;">&#8220;If functional, this means that the present ratio of 15 percent allotted to private and deemed universities for charging high fees stands augmented to the entire 60 percent which itself is a real travesty of its kind,&#8221; he added. The IMA is also opposing the clause in the bill which calls for allowing practitioners of traditional medicine system to pursue modern medicine.</p>
