<p>What if the next big war didn’t start with tanks or missiles but with a cough?</p>



<p>Sounds like science fiction, right? But this is exactly what makes <strong>bioterrorism</strong> such a frightening idea. It’s the use of viruses, bacteria, or toxins by people or groups to cause harm, chaos, or even mass death. And the scariest part? It’s nearly invisible until it’s already too late.</p>



<p>As our technology advances and pandemics like COVID-19 show us how fragile our world can be, the idea of bioterrorism has gone from something you see in movies to something experts are seriously warning us about.</p>

<h3 class="wp-block-heading"><strong>A look back: Bioterrorism isn’t new</strong></h3>



<p>While the word <em>bioterrorism</em> might sound modern, using disease as a weapon has been happening for centuries.</p>



<ul class="wp-block-list">
<li>Back in <strong>1346</strong>, during the siege of a city called Caffa, Mongol forces reportedly threw plague-infected bodies over the walls to spread disease. That might have even helped spark the Black Death in Europe.</li>



<li>In <strong>World War II</strong>, Japan’s infamous Unit 731 experimented on prisoners and released deadly bacteria like anthrax and plague in China.</li>



<li>Fast forward to <strong>1984</strong>, a religious cult in Oregon poisoned salad bars with salmonella to try to rig an election. Over 750 people got sick.</li>



<li>Then there were the <strong>2001 anthrax letters</strong> in the U.S., where powdered anthrax spores were sent through the mail to journalists and senators. Five people died, and the whole country was on edge.</li>
</ul>



<p>So no, this isn’t just a modern or movie-inspired threat it’s something that’s happened before.</p>



<h3 class="wp-block-heading"><strong>Why Bioterrorism could be the next big threat</strong></h3>



<p>We’re living in a time where almost anyone can learn anything online. Combine that with powerful new biotech tools, and you start to see why experts are worried.</p>



<p><strong>Here’s what makes the threat real:</strong></p>



<ul class="wp-block-list">
<li><strong>CRISPR and gene editing</strong> let scientists (or bad actors) twist  viruses or even build new ones.</li>



<li><strong>Biological equipment</strong> that used to only exist in government labs is now available for purchase online.</li>



<li><strong>Delivery methods</strong> have gotten sneakier think drones, air vents, or even contaminated food.</li>
</ul>



<p>Unlike nuclear weapons, biological weapons don’t need millions of dollars or rare materials. They can be small, cheap, and very, very effective especially if no one sees them coming.</p>



<h3 class="wp-block-heading"><strong>Was COVID-19 a Bioterrorism attack?</strong></h3>



<p>Let’s talk about the elephant in the room.</p>

<p>Since COVID-19 rocked the world in 2020, people have wondered: was it just a natural pandemic or was it something more sinister?</p>



<p><strong>Here’s what we know so far:</strong></p>



<ul class="wp-block-list">
<li>Most scientists believe it came from animals probably bats through a process called <strong>zoonotic spillover</strong>.</li>



<li>Some researchers and governments are still investigating the idea of a <strong>lab leak</strong>, but that’s very different from a deliberate attack.</li>



<li>There’s <strong>no real evidence</strong> that COVID-19 was a planned bioterrorist act.</li>
</ul>



<p>But the fact that this question even exists shows how scared people are and how unprepared we were.</p>



<h3 class="wp-block-heading"><strong>The Dark Web: where dangerous ideas can spread</strong></h3>



<p>The dark web is like the hidden underbelly of the internet places you can’t find through Google. And yes, it’s as shady as it sounds.</p>



<p><strong>People have reported finding:</strong></p>



<ul class="wp-block-list">
<li>Black market listings for biological agents like <strong>ricin</strong> or <strong>anthrax</strong> (though many turn out to be scams or law enforcement traps).</li>



<li>DIY guides on how to make biological weapons.</li>



<li>Online spaces where extremists look for people with biology skills.</li>
</ul>



<p>Even if most of it isn’t real or usable, it shows just how low the barrier could be for someone determined enough to try.</p>



<h3 class="wp-block-heading"><strong>What can we do about it?</strong></h3>



<p>This isn’t about fear—it’s about being ready. Here’s how we start:</p>



<p><strong>1. Stronger Global Rules</strong></p>



<p>We need better international agreements and more vigilant on undisclosed research especially when it could be used to create harmful viruses.</p>



<p><strong>2. Better Early Warning Systems</strong></p>



<p>We need to be able to spot and respond to outbreaks faster, with good diagnostics, rapid vaccine development, and global cooperation.</p>



<p><strong>3. More Public Awareness</strong></p>



<p>People working in labs need to understand the risks of dual-use science in the field of research that could help or harm humanity depending on its use.</p>



<p><strong>4. Watch the Digital Space</strong></p>



<p>Governments and cybersecurity teams should monitor the dark web for early signs of bioterror plots, just like they do for cyberattacks.</p>



<h3 class="wp-block-heading"><strong>Final Thoughts: Are we ready?</strong></h3>



<p>Bioterrorism isn’t just about scary viruses or high-tech labs,it’s about how connected and vulnerable we’ve become. COVID-19 wasn’t an act of war, but it taught us a hard lesson: invisible threats can shut down the world faster than any army.</p>



<p>This doesn’t mean we should panic. It means we should be smart, stay informed, and take real steps to prepare for a future where the next big threat might come from a petri dish, not a battlefield.</p>



<p>The best weapon we have? Awareness and Action.</p>

<h4 class="wp-block-heading"><strong>1. आपके 40 साल के करियर में, विशेष रूप से मानव शारीरिक विज्ञान पर, आपने जो महत्वपूर्ण नवाचार किए हैं, वे क्या हैं? और आप इन नवाचारों को भविष्य की रक्षा रणनीतियों पर किस तरह से प्रभाव डालते हुए देखते हैं?</strong><br></h4>



<p>जब मैं रक्षा अनुसंधान और विकास संगठन (DRDO) में अपनी 40 वर्षों की सेवा को पीछे मुड़कर देखता हूं, तो मेरा शोध मुख्य रूप से सैनिकों के स्वास्थ्य और संचालन की क्षमता को बढ़ाने के लिए जीवन समर्थन प्रौद्योगिकियों को प्रदान करने पर केंद्रित था। कुछ महत्वपूर्ण अनुसंधान और विकास योगदानों में दो राज्य चयन प्रणालियाँ, कम्प्यूटरीकृत पायलट चयन प्रणाली, ट्रेड आवंटन के लिए कम्प्यूटरीकृत क्षमता परीक्षण और फॉलो-अप के लिए डिजिटल डेटाबेस बनाना शामिल हैं। इन योगदानों ने सशस्त्र बलों के कर्मियों के चयन में मदद की ताकि व्यक्तित्व लक्षणों, क्षमताओं और प्रेरणा की वर्तमान और भविष्य की जरूरतों को पूरा किया जा सके।<br></p>



<p>मिलिट्री पोषण को विभिन्न ऑपरेशनल वातावरणों में युद्धक क्षमता बढ़ाने के लिए बेहतर किया गया है। शीतकालीन कपड़े, NBC सुरक्षा किट, पायलटों के लिए एंटी-G सूट, नाविकों के लिए सबमरीन बचाव सूट, पैराट्रूपर्स के लिए फ्री फॉल युद्धक कपड़े और रेगिस्तान में टैंक क्रू ऑपरेशन के लिए कूलिंग सूट जैसी वस्त्र और सुरक्षा उपकरणों का विकास किया गया है।<br>जैव चिकित्सा क्षेत्र में हमारे अनुसंधान के आधार पर पारंपरिक प्रणालियों का उपयोग करके सैनिकों के प्रदर्शन में वृद्धि की कोशिश की गई है, जैसे कि योग, हर्बल दवाएं और होम्योपैथी। उच्च ऊंचाई वाले सैन्य अभियानों के लिए तेजी से प्रौद्योगिकी समर्थन विकसित किया गया है। उच्च-ऊंचाई वाले पल्मोनरी एडिमा के इलाज के लिए नाइट्रिक ऑक्साइड और ऑक्सीजन का संयोजन किया गया है।<br></p>



<h4 class="wp-block-heading"><strong>2. अकादमी, उद्योग और सरकारी एजेंसियों के बीच सहयोग को आप किस प्रकार बढ़ते हुए देख रहे हैं, और इसका जीवन विज्ञान और रक्षा अनुसंधान पर क्या प्रभाव हो सकता है?</strong><br></h4>



<p>अकादमी, उद्योग और सरकारी एजेंसियों के बीच बढ़ता हुआ सहयोग विज्ञान और प्रौद्योगिकी के सभी क्षेत्रों के लिए महत्वपूर्ण है, विशेष रूप से जीवन विज्ञान और रक्षा अनुसंधान के लिए। यह त्रि-आयामी गठबंधन प्रत्येक क्षेत्र की ताकत का लाभ उठा सकता है। इस सहयोगी मॉडल को &#8220;ट्रिपल हेलिक्स&#8221; मॉडल के रूप में जाना जाता है, जो वैज्ञानिक अनुसंधान और प्रौद्योगिकी विकास की सीमाओं को बढ़ाने की क्षमता रखता है। इस गठबंधन द्वारा उत्पन्न संयोजन न केवल जोड़ने वाला होता है बल्कि गुणात्मक रूप से बढ़ाने वाला भी होता है, और यह जटिल समस्याओं को तेजी से और प्रभावी ढंग से हल करने के लिए नवाचारों के माध्यम से समाधान उत्पन्न करता है।<br></p>



<p>विश्वविद्यालय और अनुसंधान संस्थान ज्ञान, शोध और नवाचार के केंद्र होते हैं। अकादमिक क्षेत्र का योगदान जैविक प्रणालियों, नए सामग्रियों और कंप्यूटेशनल मॉडल जैसे गहरे दृष्टिकोणों को प्रदान करने में महत्वपूर्ण है। उद्योग नवाचारों को लागू करने और व्यावसायिक उत्पादों में बदलने की क्षमता प्रदान करता है।<br></p>



<p>सरकारी एजेंसियां अनुसंधान पहलों को नियामक दिशा, वित्तीय सहायता और रणनीतिक मार्गदर्शन प्रदान करती हैं, जो राष्ट्रीय प्राथमिकताओं से मेल खाती हैं।<br></p>



<p>यह त्रि-आयामी गठबंधन सैनिकों की सुरक्षा और संचालन क्षमता में सुधार करने वाली तकनीकों को बढ़ावा देने के लिए महत्वपूर्ण साबित हो सकता है।<br></p>

<p>जलवायु परिवर्तन का रक्षा रणनीतियों पर प्रभाव बहु-आयामी है, जो ऑपरेशनल वातावरण और भू-राजनीतिक परिदृश्य पर असर डालता है। जलवायु परिवर्तन न केवल पर्यावरणीय मुद्दों को जन्म देता है, बल्कि यह भू-राजनीतिक अस्थिरता, संघर्ष और मानवतावादी संकटों को भी उत्पन्न करता है, जो राष्ट्रीय और वैश्विक सुरक्षा पर गहरा प्रभाव डालते हैं।<br></p>



<p>रक्षा योजनाओं में जलवायु लचीलापन को एकीकृत करने की आवश्यकता है। इसमें जलवायु परिवर्तन के प्रभावों का व्यापक मूल्यांकन करना, विशेष उपकरणों और वस्त्रों की जरूरतों को पहचानना, और सैन्य बलों को विभिन्न पर्यावरणीय स्थितियों में अनुकूलन के लिए प्रशिक्षित करना शामिल है।<br></p>



<h4 class="wp-block-heading"><strong>4. रक्षा अनुसंधान के भविष्य में कृत्रिम बुद्धिमत्ता (AI) का क्या भूमिका हो सकती है, विशेष रूप से मानव प्रदर्शन और जैव-रक्षा के क्षेत्रों में?</strong><br></h4>

										<content:encoded><![CDATA[<p>On 24th October 2019 in New Delhi, the Minister for Science &amp; Technology, Earth Sciences and Health &amp; Family Welfare released the guidelines for evaluation of nanopharmaceuticals, which are emerging as more potent tools for treating various diseases.<br />

The document, which covers all the aspects of evaluation from the definition and categorization of nanopharmaceuticals to pharmacovigilance of the new set of therapeutics, has been prepared as a joint project by the Department of Biotechnology in the Ministry of Science and Technology, and Indian Council of Medical Research and Central Drugs Standard Control Organisation in the Ministry of Health and Family Welfare.<br />
Nano-pharmaceuticals, which are derived by the application of nanotechnology in medical therapeutics, are expected to bring about a revolution in the treatment strategies as they would enable target-specific delivery of drugs and therapeutic molecules and thus offer higher efficacy and lower toxicity in many disease conditions. They are expected to be of great use particularly in cancer treatment.<br />

Every year, several new nanopharmaceuticals are being developed and marketed across the world. India too has a sizable pool of nanoscientists generating a large number of scientific publications in this domain. However, regulatory approval is the most important factor for translating laboratory research into bedside medicine. The new set of guidelines is designed to facilitate this process.<br />
Noting that the document has been prepared by domain experts in consultation with representatives of the industry, Dr. Harsh Vardhan, Hon’ble Minister of Health and Family Welfare expressed confidence that it will give a big boost to innovators and drug manufacturers to optimize their research and come out with medicines that would be safer and more affordable.<br />

Hon’ble Minister Dr. Vardhan also announced a three-day international conference that was organized by the Department of Biotechnology and Confederation of Indian Industry in New Delhi from November 21-23, 2019 in collaboration with the Association of Biotech-Led Enterprises (ABLE) and Biotechnology Industry Research Assistance Council (BIRAC), which is a public sector undertaking under DBT to showcase India’s prowess in the area of biotechnology and help build new partnerships and investment opportunities.<br />
Titled Global Bio-India 2019, the meet deliberated on opportunities and challenges in the areas of bio-agriculture, bio-industry, bio-energy, bio-services, and biopharma sectors. It had several components including policy dialogues, investors’ round tables, a meeting of regulators across the world and an exhibition.</p>

	<p><strong>Young Indian Innovators all set to compete with best brains from 78 countries</strong></p>
<p style="text-align: justify !important;">Obesity is on the rise globally, emerging as a major <strong><a href="https://innohealthmagazine.commagazine/public-health-biotech/">public health</a></strong> challenge. While sedentary <strong><a href="https://innohealthmagazine.comwell-being/contracting-lifestyle-disease-adulthood/">lifestyle and unhealthy diets</a></strong> are major causes, there are several other contributory factors which are largely ignored.</p>
<p style="text-align: justify !important;">Obesogens are a class of what are called endocrine disruptors. These chemicals inappropriately alter lipid homeostasis, change metabolic set points as well as regulation of appetite and satiety to promote fat accumulation. They are found abundantly in the environment including plastic bottles, metal food cans, and detergents and are, therefore, difficult to avoid.</p>
<p style="text-align: justify !important;">Tanya Goyal and S.M.C. Ganesh from Maharaja Agrasen Public School in Delhi has found that freshwater algae named Chlorella Pituita could be a solution. “We have conducted four experiments including triglyceride assay to check fat storage and expression of genes associated with adipogenesis and fat accumulation. The results showed that the algae helped in the regulation of genes against activation induced by obesogens,” the children said while speaking to <strong><a href="http://vigyanprasar.gov.in/isw/isw.htm">India Science Wire</a></strong>.</p>
<p style="text-align: justify !important;">The two went to America and made a presentation at the <strong><a href="https://www.businesswire.com/news/home/20180511005595/en/Young-Innovators-World-Compete-Intel-International-Science">Global Meet for Young Innovators</a></strong> organized by <strong><a href="https://www.intel.in/content/www/in/en/homepage.html?cid=sem43700028375968895&amp;intel_term=intel&amp;gclid=EAIaIQobChMIl_KdwtmK3gIVEiUrCh1zYg-nEAAYASAAEgJlL_D_BwE&amp;gclsrc=aw.ds">Intel</a></strong> at Pittsburg from May 13-18. As many as 1800 young innovators from 78 countries were competing for about USD 34 million in awards.</p>
<p style="text-align: justify !important;">Antara Raaghavi Bhattacharya of C.D. Somani Memorial School, Mumbai, has been trying to analyze data from <strong><a href="https://www.nasa.gov/">NASA</a></strong>’s exoplanet archive and Exoplanet Orbit Database. “In the last few years, many exoplanetary systems have been discovered, especially by NASA’s Kepler mission. Much recent work has focused on finding other Earth-like planets within potentially habitable zones around stars. However, a lot of exoplanetary data has still not been fully analyzed. I am looking at those data”.</p>
<p style="text-align: justify !important;">In all, 25 school children from India participated in the competition. The other projects presented included a <strong><a href="https://innohealthmagazine.compress-release/nordic-stars-2018-award/">diagnostic</a></strong> tool to identify spatial abilities in scholastically classified slow learners, a new approach to help curb malignancy of tumor cells, a portable real-time data acquisition device for lake water quality monitoring and mapping and a project for non-invasive detection of asymptomatic <strong><a href="https://innohealthmagazine.comresearch/skin-patch-to-detect-silent-heart-attacks/">heart attacks</a></strong> using bio-electric. One of the selected projects was designed by Antara Raaghavi Bhattacharya &#8211; for the better understanding of the formation and evolution of planetary systems.</p>
<p style="text-align: justify !important;">The programme is part of a partnership between the <strong><a href="http://www.dst.gov.in/">Department of Science and Technology (DST)</a></strong>, <strong><a href="https://www.iusstf.org/">Indo-US Science and Technology Forum</a></strong> and Intel, known as the Initiative for Research and Innovation in Science (IRIS). It is conducted annually for school students from class 8 to 12. They compete in 17 subject categories.</p>
<p style="text-align: justify !important;">Flagging off the 25 strong young innovators team at a function, DST Secretary Ashutosh Sharma expressed confidence that students would bring a lot of laurels to the country. So far, 115 Indian students have won 132 awards, competing against more than six million children of their age group from different parts of the world.</p>

Health psychologists have encompassed a very wide domain in modern life. The rapid development of science and technology, on health issues, has been one of the most visible of current trends in social and behavioral science. Modern life is full of stress and strain. To be free from stress is to be dead. How to cope up with these unprecedented changes? An answer which is echoed in the heart of human beings are ‘<strong>Yoga</strong>’ and ‘<strong>Chanting of Prayers</strong>’.<br />

According to Miovic Michael (2008), models of psychotherapy, integrated with yoga principles are as follows:<br />
<span style="color: #0071b2;"><strong><em>Psychoanalytic and Psychodynamic approaches</em></strong></span> focus on how important emotional attachments and relationships from childhood are internalized. Meditation during these periods has an impact on future relationship through emotional catharses and motor development.<br />
<span style="color: #0071b2;"><em><strong>Cognitive Behavioural Therapy</strong></em></span> examines how behavior and emotion could be conditioned. Behavioral modification techniques and relaxation training are equally effective. Socratic analysis of automatic patterns of thinking could be included as an interpersonal element.<br />
<span style="color: #0071b2;"><em><strong>Suggestive or Hypnotic approaches</strong></em></span> suggest the desired behavioral outcome and emotional reactions through the technique of guided imagery and thought.<br />
<span style="color: #0071b2;"><em><strong>Body-oriented</strong><strong> approaches</strong></em></span> use various types of touch, massage, psychological posture and breath work.<br />
<span style="color: #0071b2;"><em><strong>Creative expressive approaches</strong></em></span> use the creative arts – music, poetry, painting and thought – as creative expressions and socially acceptable channels.<br />
<span style="color: #0071b2;"><em><strong>Subtle energetic approaches </strong></em></span>use pranic energy as a form of touch therapy including acupuncture, reiki and so on.<br />
<span style="color: #0071b2;"><em><strong>Deep breathing counting</strong></em></span> (1-20) could be done thrice a day. It would reveal consciousness as illumination of light in spiritual experiences. Proper deep breathing enables the human beings as all-pervading reality.<br />
Chanting of psychological prayers from Gita and Upanishad are necessary to attain the level of mastery in what you are doing – focused, concentrated. ‘A sense of ecstasy is noticed of being outside everyday reality’. Greater inner clarity in all our day-to-day activities. ‘A sense of serenity – no worries about oneself and a feeling of growing beyond the boundaries of ego‘ (quoted from Sanyal, N, 2013).<br />
Thus, yoga and chanting of prayers provide serenity, intrinsic motivation, and a feeling of eternity beyond the boundaries of the ego.</p>

	<p style="text-align: justify !important;">India’s Environment, <strong>Forest and Climate Change Minister Dr. Harsh Vardhan</strong>, in an exclusive interview to <strong>InnoHEALTH Magazine</strong>, appealed to the people to give up single use of plastic and expressed confidence that a perceptible and measurable difference in the country will be brought about on plastic pollution and other environmental issues on the occasion of the <strong>World Environment Day 2018</strong>.</p>
<p style="text-align: justify !important;">He is also the Science and Technology Minister. In March this year, Prime Minister Narendra Modi called for a &#8220;<strong>Fit India</strong>&#8221; movement, focusing on the benefits of yoga, in ‘<strong>Mann Ki Baat</strong>’. Mr. Rajyavardhan Rathore, the newly appointed Minister for Information and Broadcasting, seems to have taken a cue from the PM to take the initiative forward. He recently tweeted a video of himself doing push-ups with the hashtag <em><strong>#HumFitTohIndiaFit</strong></em>. Since then, the fitness campaign zoomed into a debate and many people accepted the challenge and started posting their videos.</p>
<p style="text-align: justify !important;">International awards winner filmmaker Janet Tobia who has won laurels for her documentary “Unseen Enemy” flags major concerns over lurking threats on the environment. She was interviewed by our magazine to highlight her views on the Environment Day. The Emmy award winner said that her movie Unseen Enemy examines why in the 21st century. We are experiencing a rash of diseases that were once only outbreaks but have now become full-blown epidemics. She is precisely right on her perceptions and the fresh outbreak of Ebola in Congo vindicates her concerns.</p>
<p style="text-align: justify !important;">Amid growing number of violent incidents against young children, we interacted with UNICEF’s India In-charge. Fresh from her experience in managing emergency situations, Dr. Yasmin Ali Haque handles the tsunami of problems during her current assignment. She has disclosed that the Indian government in collaboration with UNICEF is developing a comprehensive plan on digital safety for children. Digital literacy is key to ensuring that all boys and all girls stay informed, engaged and safe online. There is a need to galvanize ‘zero tolerance’ towards violence against children.</p>

	<p style="text-align: justify !important;">Filing past the absorbing spectacle, a motley crowd of visitors, many of them holding handwritten petitions or bouquets gently enter a makeshift hall to meet the lawmaker who is a Member of Parliament from the moonlight crossing-Chandni Chowk-constituency in old Delhi.</p>
<p style="text-align: justify !important;">Much before, the agile Minister, in tearing hurry to pack up his day-long tight schedule, makes an appearance and occupies a central chair – including some burqa-clad women from his constituency, his staff ensures trays of piping hot tea cups and coffee mugs were serving regularly. The staff introduces itself to the audience and layout drill for whistle-stop meetings with ENT specialist turned politician.</p>
<p style="text-align: justify !important;">The moment, the medium height suave Minister enters the hall, commotion ensues but things settle down fast as professional photographers stand in attendance and race of selfie with Minister ends. He listens and assures for quick redressal of genuine and fair petitions. This is a frequent morning scene at his residence, may it be a sizzling summer or frigid winter. Retreating people stare at a hanging poster which reads –‘Democracy is not the governance by the majority, neither it’s of governance of the minority, but it is the governance of the common inspiration of general public’. The frame with party’s ideologue and leader Dr Deen Dayal Upadhyay picture hangs innocuously from a bright green bamboo stick partition.</p>

	<p><span style="color: #0071b2;"><strong>Q. It is not possible to do away with plastic altogether. How does the govt propose to reduce/ recycle plastic?</strong></span></p>
<p style="text-align: justify !important;">With the growing population of the world and the lifestyle adopted, the amount of garbage production; including plastic waste, is also increasing. However, the accumulation of these products is leading to the increased amount of plastic pollution around the world. The Government of India has notified the Plastic Waste Management Rules, 2016. The rule inter-alia, regulate manufacture, sale, distribution and use of plastic carry bags including carrying bags of compostable plastic and plastic sheets for packaging or wrapping commodities. The use of carrying conventional plastic bags and less than 50 microns in thickness is prohibited. The use of plastic for packaging gutkha, tobacco and pan masala is prohibited. Based on the requirement and necessity, an individual state can take a decision on banning of the plastic bags. Therefore, use of carrying plastic bags is banned by seventeen States and three Union Territories.</p>
<p style="text-align: justify !important;">Through the <a href="http://www.moef.gov.in/sites/default/files/PWM%20Rules,%202016_0.pdf">Plastic Waste Management Rules, 2016</a>, the generators of waste have been mandated to take steps to minimize generation of plastic waste, not to litter the plastic waste, ensure segregated storage of waste at source and handovers segregated waste to local body or agencies authorised by the local bodies. The rules have mandated the responsibilities of local bodies, gram panchayat, waste generators, retailers and street vendors to manage the plastic waste. The rules mandated the producers, importers and brand owners to work out modalities for waste collection system based on Extended Producer Responsibility.</p>
<p><strong><span style="color: #0071b2;">Q. How 2017 was different in terms of air pollution in Delhi NCR? </span></strong></p>
<p style="text-align: justify !important;">Due to extensive efforts by all stakeholders, there has been an improvement in overall air quality in 2017. As per AQI data, the number of good, satisfactory and moderate days in 2017 was 151 as compared to 109 in 2016. The number of poor, very poor and severe days was down to 180 in 2017 as compared to 214 in 2016.</p>
<p><strong><span style="color: #0071b2;">Q. What is your message for this World Environment Day to the global citizen? </span></strong></p>
<p style="text-align: justify !important;">As you are aware the theme of World Environment Day is “Plastic Pollution”. I would like to urge all people to adopt the sustainable lifestyle. India has a long history to Discourage Single-use plastic. Instead, use jute/cloth carry bags, insists Minister Harsh Vardhan and tradition of harmonious co-existence between man and nature. In addition, people should adopt these practices in their day-to-day life. Let’s discourage single-use plastic and instead we may use jute/cloth carry bags:</p>
<ul>
<li>Use of biodegradable and other types of compostable utensils in place of plastic</li>
<li>bring a fork, knife and spoon from home.</li>
<li>Use of durable, foldable &amp; an inexpensive reusable bag that can be carried around in car/ pocket/purse.</li>
<li>Discourage plastic bottles. Have glass, steel or clay bottles in offices.</li>
<li>Encourage employees to refuse, reduce and reuse plastic products in their daily use. Pledge for a plastic-free environment in the Organization.</li>
</ul>
<p style="text-align: justify !important;"><strong><span style="color: #0071b2;">Q. You have been talking </span><span style="color: #0071b2;">about</span><span style="color: #0071b2;"> building a movement for Green Good Deeds. How can this movement help in reducing plastic pollution &#8211; the theme of this year’s World Environment Day? </span></strong></p>
<p style="text-align: justify !important;">Green Good Deeds is a people-oriented campaign to raise awareness about environmental concerns in a simplified way. Everyone is looking up to India with expectations because they think that Indians have the DNA to protect the environment. Our ancestors had made protection of environment an integral part of their lifestyle. The campaign aims to broaden its base with the involvement of teachers, students and other voluntary organisations. There are more than 500 green good deeds listed in the app (<a href="https://play.google.com/store/apps/details?id=com.drharshvardhan.app&amp;hl=en_IN">Dr Harsh Vardhan Mobile App</a>).</p>
<p style="text-align: justify !important;">The app includes– planting trees, saving energy, conserving water, use of public transport and promoting carpool, discourage plastic bottles, have glass, steel or clay bottles in offices, etc. Many of them are concerned with the use of environment-friendly consumables. It means for sure discouraging use of plastics and such materials. If we encourage few of green good deeds it automatically means enhancing the use of environmentally friendly products and services. Plastic is so deep-rooted, especially in urban India. If we discourage it and adopt some relevant green deeds it will certainly reduce adverse impact on the environment.</p>
<p style="text-align: justify !important;">Also, we understand that the objective of transforming Green Good Deeds into a peoples’ movement. It can be best achieved by repeatedly bringing multidimensional initiatives and campaigns that can reach out to youth and children. World Environment Day celebrations 2018 could be a great platform which will definitely discourage the use and beat plastic pollution. &#8216;Beat Plastic Pollution&#8217; is the theme for this year.</p>
<p style="text-align: justify !important;">World Environment Day has always been a day of special importance to India. The day has been celebrating as a rededication of national efforts for sustainable development and mainstreaming environmental concerns in the national developmental agenda. Plastic as it is may not be a problem, but littering and unsafe disposal of single-use plastic products, plastic bottles, food containers and packaging materials are causing concern to the environment.</p>
<p style="text-align: justify !important;">In the age of advanced technology, we cannot live plastic free but we can manage our plastic waste disposal into circular economy and adopt good deeds and the time has come that we must realize the concern and make collective efforts to reduce our plastic footprint by way of adapting green good deeds and 4 R principle (refuse, reduce, reuse and recycle).</p>
<p style="text-align: justify !important;">In India, not less than 25,490 tonnes of plastic is generating every day with mind-boggling 40% of plastic waste uncollected. He hopes there will be perceptible to and measurable difference in the country brought about the plastic pollution. About 60 million tonnes of solid waste is generating in one year. And plastic bottle takes between 450-1000 years to decompose”.</p>
<p style="text-align: justify !important;">This year, India hosts the World Environment Day for the second time. MoEF&amp; CC is hosting the World Environment Day 2018, in collaboration with UN Environment. India hosted the event in the year 2011, with the theme: ‘Forests: Nature at your Service’. Informatively, 5th June will be celebrating as the World Environment Day by the UN General Assembly to commemorate the opening of the Stockholm Conference on Human Development.</p>
<p style="text-align: justify !important;">Annual celebrations of World Environment Day began in 1974. 5th June provides an occasion for responsible conduct by individuals, enterprises and communities in preserving and enhancing the environment. Every action counts, and when multiplied by people across the world, its impact becomes exponential. Over 150 countries are celebrating World Environment Day, particularly for promoting the environmental dimensions of the Sustainable Development Goals.</p>
<p style="text-align: justify !important;">During the last three years, the themes of World Environment Day celebrations included:</p>
<ul>
<li style="text-align: justify !important;">“Seven billion dreams, one planet, consume with care” in 2015 in Rome, Italy</li>
<li style="text-align: justify !important;">“Zero tolerance for the illegal wildlife trade” in Luanda, Angola, in 2016 and</li>
<li style="text-align: justify !important;">“Connecting people to nature – in the city and on the land, from the poles to the equator” in Ottawa, Canada, in 2017.</li>
</ul>
<p style="text-align: justify !important;">He also mentioned writing to Environment Ministers of more than 150 countries to celebrate the day globally and take a pledge to cut the use of single-use plastics. More than 10,000 missed calls have been received in the “<strong><em>Missed Call Campaign</em></strong>” titled <strong><em>#BeatPlasticPollution</em></strong>. A pledge to beat plastic pollution can be taken by placing a <strong><em>missed call on 18001371999</em></strong>.</p>
<p style="text-align: justify !important;">The objectives of the campaigns for the environment are to enhance the global visibility of India as a leader in sustainability actions. To support the efforts to Clean India ahead of Mahatma Gandhi’s 150th birth anniversary in October 2019, expand/consolidate public engagement on India’s environmental agenda, inculcate private sector leadership to address plastic pollution and urge citizens to take a pledge to change their behavior around waste management and highlight India’s leadership in the cause of marine litter and beach cleaning.</p>
<p style="text-align: justify !important;"><strong><span style="color: #0071b2;">Q. ISFR 2017 reported an almost 1% increase in forest cover. At the same time trees are cut down indiscriminately. Are there any plans to stop the felling of trees? </span></strong></p>
<p style="text-align: justify !important;">As per the latest “<a href="http://fsi.nic.in/details.php?pgID=sb_64">India State of Forest Report 2017</a>” published by Forest Survey of India, total forest and tree cover of the country is 8,02,088 square kilometres which are 24.39% of the total geographical area of the country. As per ISFR 2017, some States/UTs have shown the gain in forest cover while some have shown a loss. Overall, there is an increase of 8021 square kilometres in forest and tree cover of the country over that of the India State of Forest Report 2015 (updated) which is about 1% of the forest and tree cover of the country.</p>
<p style="text-align: justify !important;">During the diversion of forest land for non-forestry purposes under the FC Act, falling of trees are cutting down out as required under the project. However, care is taking up to ensure that minimum trees are falling. As per the norms, compensatory afforestation is taking up against the diverted forest areas. Illicit felling also takes place sometimes in different parts of the country. These are dealt under <a href="https://en.wikipedia.org/wiki/Indian_Forest_Act,_1927">Indian Forest Act</a> and various State specific Acts and rules made thereunder.</p>
